Aaron Jorbin, with the assistance of Andrew Norcross, has created a plugin called BRAD (Better Responsibility Around Discoverability), named such because Brad Williams tweeted the idea.
This plugin does one thing: it moves the notice about search engine discouragement to the top of the dashboard. It does this in an effort to address the problem of site admins making a site inaccessible to search engines during installation and then forgetting to uncheck that setting later.
