Admin Restriction is a plugin that disables installing, updating and removing plugins and themes, and disables updating the WordPress Core for all users except for the Administrator user with ID 1.

I’m not sure I understand your question, did you read the blog post?
What plugin requires the client to be an admin? I’ve never run into this. We have a custom role for all of our clients that’s worked well.
I’ve seen many plugins for which the ‘Editor’ role is not enough to change their settings. Also allot of theme’s have theme options which can not be changed with an Editor role. A custom role might also be a solution, I haven’t used this yet.
