Plugin authors can now specify a minimum required PHP version for their plugin with a new “Requires PHP” in the readme.txt file. As Sergey Biryukov states, this is an effort for WordPress “to move forward and encourage people to use more recent PHP versions.”
Speaking of that file, Tareq Hasan has built a WordPress Readme generator that helps you to visualize what you will see while writing the readme file.
