On ThemeShaper, Konstantin Obenland highlights some of the enhancements in WordPress 3.8 that benefit theme developers, primarily for the post format and custom background features. It might also be worth noting the change in screenshot size requirements as well (to 880×660), though that’s not so much a features as just something that’s good to know.
