OECD stands for the Organisation for Economic Co-operation and Development. According to Taxamo, the OECD released registration numbers for MOSS (Mini one-stop shop) — a program that enables sellers of digital goods to comply with new VAT rules for businesses selling to consumers.
You can learn more about VAT and VATMOSS on my post that covers the topic. The big question at the time was whether people would comply with the new rules. It appears they are not, especially outside of the EU.

Taxamo tweeted that only 7,000 organizations registered for MOSS in the EU and a dismal 500 organizations outside of the EU registered.
So, basically nobody is complying outside of the EU. I feel much more secure in my decision to not sign up now.
